Your regular WRX or ST l on the street can be made to run 11 second 1/4 mile times quite easily. A WRC team like Prodrive with unlimited funds can do much more. They use an anti-lag system that keeps the turbo spooled fully even between shifts so that helps. They also have gearing that allows the car to accelerate really fast since they do not need a whole lot of top speed.

The wrc car is driven by a professional - that is it. Wrc cars are restrictor plate cars built to group N regulations (300 hp max, production car with the upgrades limited to the gearbox, suspension, brakes and engine mods up to 300 hp) for obvious saftey reasons. The driver has tons of experience and can squeeze the most out of the car. If you drove the same car as a wrc driver, l can guarantee you that you will make the car seem slow.
