It is normal, as long as it does not go past 2000 rpm and it drops down when warm. The car is simply warming the engine faster, which decreases wear.

My grandpartents own the same car. It does not happen with their car ( l asked them) although, it does rev highly when changing from 2nd to 3rd gear. It also really depends on what model you have, weather it be the bottom end 2.5i or the top turbo model.
Contact you Subaru dealer about it, but also get a second opinion from another Subaru dealer as well, just to make sure the first one is not shunning you off.
