l know this may be a stupid question but l cant seem to find a answer anywhere, how loud can a exhaust be in New York, and if you remove the silencer from the muffler is it still legal here, thanks. :)

Generally, it is 90 dbs. You can try Google and search for your city is noise ordinance law. But usually you can get away with a good bit, especially in more rural areas, unless the cop is just really pissed.

And yes, removing the silencer will be fine.

92 db is the limit in many places, most wrx exhausts exceed this. However, exhaust noise laws are only sporadically enforced. If you gun it by a cop then your in trouble, otherwise you wont be hassled unless your really unlucky. Even if you do get a fix it ticket, you can put in the silencer and be tell them, see its fixed, drive away and take the silencer back out. This works in my area but l cannot guarantee it will work with you.
