O the joys of a used car! Now it is the back wiper.l have a '99 Outback Legacy whose back wiper just conked out today.l was able to manually move it back to the lowered position. No smell of burnt wires. Is there anything l can do myself? Thanks for advice.

go to the nearest auto parts store and ask for help in the small accessories department

Dont bother, it costs a fortune in parts.

Just order that unit and read the instructions carefully.

check the fuse first

Well check the fuses first.but chances are its the motor. If you remove rear gate panel and check for power with a test light with switch on, l believe it is a 4 or 6 wire connector, clear or white in color.
Probably cheapest to get at salvage yard, but used parts arent going to last as long as new.Price them around the dealer and salvage yard and may not be too far apart in price.

The most likly cause is the wiper motor shaft has developed some corrosion and cannot turn. You can spend 200 bucks for a new motor from subaru, or you can have someone mechanically inclined remove the motor, take the screws off the backing plate, tap the shaft to remove it, clean the rust out and rebuild it. Much cheaper than just buying a new one.
